What is not easy is the work between deciding to start a training business and actually delivering an accredited course to a paying client. Sourcing or developing accredited training material, mapping it correctly to QCTO unit standards, building facilitator guides, learner workbooks, assessment documentation and Form 3 and Form 4 accreditation packs, and then going through the accreditation process itself, can take twelve to eighteen months of effort before any revenue arrives.

The licence tiers

INTRA offers four licence tiers, scaled to the size and ambition of the training business.

Starter Licence

Basic Licence

Wider access to the materials and licensee support. Suitable for a small training business committed to OHS training as a primary line of work, typically delivering a handful of core courses to a regional client base.

Prime Licence

The tier most established training providers gravitate to. Includes the full materials suite plus QCTO DIY accreditation workshops, where the licensee receives structured guidance from experienced accredited professionals on getting their own provider accreditation through QCTO. The accreditation workshops are the difference between guessing at the process and being walked through it by people who have done it many times before.

Platinum Licence

Full access to the INTRA ecosystem, suitable for larger training operations, multi-region providers, and licensees who want to operate as a true ecosystem partner. Includes priority support, advanced material customisation rights and the broadest delivery options.

Three profiles of training business get the most out of the licensee model.

New training businesses launching from scratch

An OHS safety officer, an experienced facilitator, or an industry consultant deciding to launch their own training provider faces a steep on-ramp. The licensee model gives them validated, currently-aligned materials and the documentation framework they need for accreditation. They focus their time and capital on facilitator quality, client acquisition and the early operational build, rather than spending it on materials development.

Established providers expanding their course offering

A provider already accredited for a few courses, looking to extend into new programmes, faces the same development cost on each new course. Licensing the materials for the new programmes is faster and cheaper than developing them in-house, and the legislative update mechanism ensures the new programmes stay current alongside the existing offering.

Sector consultancies adding training as a revenue line

A consulting firm doing risk assessments, audits and safety advisory work has natural access to a training-ready client base. Licensing the materials lets the consultancy launch a training arm without leaving its core business, expanding revenue per client.

What the licensee still has to do

The licence is not a turnkey training business. It is a packaged set of inputs that accelerates the build. The licensee remains responsible for:

  • Securing their own QCTO Skills Development Provider accreditation
  • Recruiting and registering facilitators and assessors
  • Building and running the client-facing business: marketing, sales, scheduling, contracting, invoicing
  • Quality management, including internal moderation and external moderation arrangements
  • Recordkeeping, certificate issue and learner database management

What the licensee gets is the head start: the materials, the documentation, the ongoing maintenance and the support network of experienced practitioners.

Accreditation, quality assurance and verification

INTRA materials are SAIOSH (South African Institute for Occupational Safety and Health) verified, and the firm maintains alignment with IOSH and the QCTO accreditation framework. Materials are reviewed and updated as legislation changes, and licensees are notified of updates.
