Fall Protection Training in South Africa: What 2026 Provider Material Must Cover

Falls from height remain one of the largest killers on South African construction and industrial sites. Department of Employment and Labour incident statistics consistently show roughly eight construction fall fatalities a month, most of them on jobs where formal fall protection training was either absent or out of date. The economic and human cost is significant, and the regulator has progressively tightened the training and competency requirements over the past decade.

What the law actually requires

The Construction Regulations 2014 (Reg 10) and the General Safety Regulations of the OHSA require:

  • A written fall protection plan signed off by a competent fall protection planner before work at height begins
  • Designated fall protection planners and supervisors
  • Competent persons appointed to inspect and maintain fall arrest systems
  • Trained users for any role involving exposure to fall risk
  • Documented rescue capability for any suspended worker

None of those roles can be filled by an untrained worker, and a contractor who arrives on site without certified personnel can be removed by the principal contractor's agent on the spot. The cost of that removal - lost day rate, repeat mobilisation, contract penalties - usually exceeds the cost of the training that should have been done in the first place.

What a Skills Development Provider must cover

  • Hazard identification and the hierarchy of fall control - elimination, prevention, restraint, arrest
  • Anchorage selection and rated load principles, including engineered and certified anchors
  • Full body harness selection, inspection, donning and doffing
  • Self-retracting lifelines, shock absorbers, and lanyard configurations
  • Edge management and rope protection
  • Rescue planning - the missing piece in most older training packs
  • Equipment register, inspection logs and discard criteria
  • Permit-to-work systems and integration with the site safety file

The four roles SDPs must address separately

  1. Fall protection planner - typically NQF Level 4 or 5, develops the site-specific fall protection plan
  2. Fall protection supervisor - oversees daily compliance with the plan and the inspection regime
  3. Authorised user - trained worker who uses the equipment as part of their daily task
  4. Rescuer - trained in suspended-worker recovery within the response window

Each role has its own competency profile and refresher requirement. Conflating them in a single short course is the most common cause of failed audits.

The rescue gap

Suspension trauma can kill a fallen worker within fifteen minutes. The fallen worker, suspended motionless in a harness, suffers venous pooling in the lower limbs, reducing cardiac return and causing loss of consciousness. Without rescue inside that window, the outcome is often fatal even when the original arrest worked perfectly.

Training that teaches arrest without rescue is incomplete. Modern QCTO-aligned material now requires a documented rescue scenario in the practical assessment, and any material that omits it will fail external moderation. The rescue scenario must include trauma straps, a controlled descent system, and integration with site emergency response.

Equipment specifications and SANS references

  • SANS 50361 / EN 361 - full body harnesses
  • SANS 50362 / EN 362 - connectors and karabiners
  • SANS 50354 / EN 354 - lanyards
  • SANS 50355 / EN 355 - energy absorbers
  • SANS 50795 / EN 795 - anchor devices

Material that does not reference the relevant SANS or EN standards by number is not credible against current audit standards. Each piece of equipment in use on site needs a serial number, an inspection record and a documented retirement date.

Inspection and discard criteria

Pre-use, periodic and detailed inspections each have their place. The pre-use inspection is the user's responsibility before each shift. Periodic inspections by a competent person occur monthly. The detailed inspection by a qualified inspector occurs every six to twelve months depending on usage and exposure. Records must be retrievable on the day of audit.

Discard triggers include:

  • Any deployed energy absorber - one-time use
  • Visible damage to webbing - cuts, abrasion, chemical attack
  • Heat damage from welding spatter or chemical burns
  • Mould or biological damage from improper storage
  • Manufacturer-defined service life expiry, even if visually undamaged

Refresher cadence

Authorised users need a refresher annually. Supervisors and planners require refresher every two to three years. Rescue competency, due to skill decay, is best refreshed every six months with a tabletop drill and annually with a full practical exercise.

Site-specific training

Generic fall protection training is the floor, not the ceiling. Each site brings its own anchor topology, equipment inventory, rescue equipment and emergency response plan. A worker who passes a generic course but has not been briefed on the site-specific plan is not yet competent for that site. Training providers and principal contractors share the responsibility for the bridge between generic competency and site-specific authorisation.
