Fire Prevention at Work: Why Most South African Programmes Underperform

Workplace fire prevention is the area where compliance theatre meets real risk most often. Every site has extinguishers, evacuation maps, and a logbook somewhere - but fewer than half can pass a real audit, and far fewer can run a credible drill. The gap between paper compliance and operational readiness is where most preventable fire deaths occur.

The four pillars of a working programme

  1. Risk-based prevention - identifying ignition sources, fuel loads and oxygen pathways specific to the operation
  2. Structural compliance - SANS 10400 Part T, fire doors, escape routes, signage, and rated separations
  3. Detection and suppression - servicing schedules, certification, and regular flow testing
  4. Human readiness - trained fire marshals, regular drills, and refreshed evacuation rosters

Risk-based prevention

The first pillar is the easiest to skip and the hardest to recover from. Generic fire risk assessments produce generic controls. A real assessment walks the site, identifies the actual ignition sources (electrical panels, hot work zones, overheating machinery, smoking areas), measures the fuel load (paper stores, paint stores, polystyrene packaging, pallets, racked product), and maps the oxygen pathways (atrium voids, ducted services, open stairwells).

The control plan that flows from this is specific: hot work permits, isolation of paint stores, hand-held fuel reductions, smoking zone relocations, atrium smoke management. Generic plans miss all of this.

Structural compliance with SANS 10400 Part T

Part T of the National Building Regulations is the technical foundation for built environment fire compliance:

  • Fire-rated separations between functional areas
  • Fire doors that close and seal correctly, with appropriate hardware
  • Means of escape with the right travel distances and protected stairwells
  • Emergency lighting that operates on loss of mains
  • Photoluminescent signage on escape routes
  • Compartmentation breaches sealed at every service penetration

Most existing buildings have at least one Part T failing somewhere. The audit is to find it before the inspector or, worse, the fire does.

Detection and suppression

SANS 1475 governs the servicing of fire equipment in South Africa. Extinguishers must be serviced at least annually, by a SAQCC Fire-registered service provider, with a tag on each unit showing the service date and provider details. Hose reels need water flow tests. Sprinkler systems require regular flow and alarm testing. Fire detection systems need quarterly testing of detectors and audibility.

Records of all of this should be in a single fire safety file accessible at the gatehouse. Where the equipment exists but the records are missing, the audit position collapses.

Human readiness

The fourth pillar is where most programmes fail. Equipment that works does not save lives if no one knows how to use it. The minimum human readiness package:

  • Trained and currently appointed fire fighters at level 1 (basic) for general workplaces and level 2 for higher-risk operations
  • Trained fire marshals (also called wardens) appointed to specific zones, drilled in evacuation roles
  • Quarterly fire drill, with at least one drill annually conducted unannounced
  • Annual full-scale evacuation including roll call at the assembly point
  • Refresher training for marshals and fighters at the appointed cycle

What auditors actually find

  • Extinguishers serviced annually but never tested in anger - workers cannot identify which class to use on what fire
  • Fire marshals appointed years ago and no longer with the company
  • Evacuation maps that no longer match the floor plan after office reconfiguration
  • Drills documented but never observed by an external party
  • Detection systems with disabled audible alarms because of nuisance trips
  • Fire doors held open with door wedges
  • Storage encroaching on means of escape and assembly areas

Material that holds up

Training material aligned to the QCTO occupational fire safety stream - covering classification of fires, extinguisher selection, evacuation, marshalling, and integration with the emergency response plan - is the baseline. Anything narrower is a tick-box exercise.

Curriculum content that should be present:

  • Fire chemistry and the fire triangle / tetrahedron
  • Fire classification (Class A through F, plus electrical and metal fires)
  • Extinguisher selection by class and venue
  • Hose reel and hydrant operation
  • Evacuation roles and assembly point management
  • Communication during a fire - radios, public address, mustering
  • First-aid response for burns, smoke inhalation, and trauma
  • Working with the fire and rescue service on arrival

Drill methodology

A credible fire drill follows a structure: pre-drill brief to marshals only, fire alarm activation at an unannounced time, observation of evacuation flow, time-to-clear measurement, roll call at the assembly point, post-drill debrief, written report with corrective actions. Drills that skip the post-drill debrief are essentially unfinished and deliver minimal learning value.

Special hazards

Generic programmes overlook the specials. Lithium-ion battery fires (e.g. from forklift batteries or device storage) require specific suppression. Cooking fires in commercial kitchens demand wet chemical extinguishers and hood suppression systems. Electrical equipment areas need CO2 or clean agent systems. Paint stores need foam. The site-specific risk assessment determines which of these apply.

Accessibility considerations

Means of escape must accommodate persons with reduced mobility. Evacuation chairs, refuge areas, and accessible signage are part of the structural requirement and must be matched by trained staff who know the procedure for assisted evacuation.
