Hand Tool Safety in the South African Workplace: What the OHSA Expects
Hand tools cause more workplace injuries than the machinery most safety programmes obsess over. They are familiar, ubiquitous, and almost universally misused, and the OHSA is unambiguous about who carries the risk. Hand-tool incidents rarely make headlines because the injuries are typically lacerations, sprains, eye penetration and crush injuries rather than fatalities, but they account for a significant share of workplace lost-time injury statistics and Compensation Fund claims every year.
The regulatory frame
Section 8 of the OHSA places the duty on the employer to provide a safe working environment, including safe tools. The Driven Machinery Regulations and the General Machinery Regulations carry the technical detail. Together they require:
- The right tool for the task - selection traceable to a risk assessment
- Tools maintained in a safe condition - documented inspection regime
- Workers trained and supervised in correct use
- Defective tools removed from service immediately
- Protective equipment matched to the tool and the task
Tool categories and the risks they bring
- Striking tools - hammers, mallets, sledgehammers. Risks: head failure, mushrooming, eye injury from flying chips
- Cutting tools - saws, knives, chisels, snips. Risks: laceration, kickback, deflection from worn edges
- Driving and gripping tools - screwdrivers, pliers, spanners, wrenches. Risks: slip-off injuries, jaw failure, hand crush
- Rotating powered tools - drills, grinders, polishers. Risks: rotational entanglement, kickback, abrasive wheel disintegration
- Pneumatic and electric tools - impact wrenches, nail guns, sanders. Risks: noise exposure, vibration injury, accidental discharge
- Measuring and marking tools - tape measures, scribes, levels. Lower risk but still subject to the inspection regime
The four common failure modes
- Wrong tool, wrong job - using a screwdriver as a chisel, pliers as a wrench, a wood saw on metal
- Damaged tool used anyway - mushroomed chisel heads, split wooden handles, burred striking faces, cracked grinder discs
- Modification - extended handles, ground-down jaws, removed guards, makeshift adapters
- No PPE for the task - safety goggles overlooked for tasks generating particles, hearing protection skipped on impact tools
Inspection register
Every workshop should keep a colour-coded monthly inspection regime, quarterly at minimum. Tools tagged out at first defect. The register is the proof you need at the next DEL visit and supports the discard process when a tool reaches end of life.
A simple, defensible system uses four colours rotated each quarter. Any tool not bearing the current quarter's tag is removed from service until inspected. The system is easy to enforce on a busy site and produces a clear audit trail.
Storage, organisation and shadow boards
A tool stored badly is a tool damaged early. Open boxes accelerate edge wear, blade damage and contamination. Shadow boards, foam-cut drawers and labelled storage cabinets cost less than the tools they protect and reduce the time wasted hunting for a working tool. They also make missing-tool checks instant - a missing item is visually obvious.
Sharpening, dressing and re-handling
Cutting tools deteriorate. A scheduled sharpening cycle keeps cutting edges effective and reduces the force the user must apply, lowering the slip risk. Striking tools need head dressing when mushrooming begins. Wooden handles need replacement at the first crack or splinter. Each of these maintenance activities should be scheduled, not reactive.

- Correct grip, stance and force application
- Common kickback and slip-off scenarios and how to avoid them
- Storage and care after use
- Reporting damage and the tag-out procedure
This is generally a half-day classroom session plus a half-day practical, refreshed annually for active users. It can be combined with broader workshop safety training to make better use of facilitator time.
Ergonomics and vibration exposure
Hand-arm vibration syndrome (HAVS) is an under-reported occupational illness in South African workshops. Workers exposed to high-vibration tools - impact wrenches, demolition hammers, certain grinders - over many years can develop nerve and circulation damage with permanent functional loss. Modern training material includes vibration awareness, exposure limits and rotation strategies.
Ergonomic considerations also include grip size, weight, balance and trigger force. The tools that fit a 95th-percentile male hand do not fit smaller users; mismatched tools fatigue users faster and increase the slip risk.
PPE matched to the task
- Safety glasses or goggles for any task generating chips or particles
- Cut-resistant gloves for blade work, not for rotating-tool work where they create entanglement risk
- Hearing protection for impact and high-noise tools
- Respiratory protection where dust or fumes are generated
- Appropriate footwear with toe protection
COID and incident reporting
Hand tool incidents are a frequent line in Compensation Fund claim statistics. Each incident must be recorded, investigated, and reported via the relevant CoID forms. The investigation should identify which of the four common failure modes was at play and feed corrective action into the next training cycle.
