Who Can Facilitate a QCTO Programme? The 2026 Requirements
Skills Development Providers regularly fall foul of QCTO site visits because of facilitator paperwork. The rules are clear, but they shift between SETA-aligned legacy programmes and the new QCTO occupational system, and that confusion catches a lot of providers. Get the documentation right and the audit becomes routine; get it wrong and the rest of your accreditation is irrelevant.
The two-part rule
A QCTO facilitator must hold:
- An occupational qualification in the subject matter, at NQF level at least one level higher than the programme being delivered
- A generic facilitator credential - typically the SAQA US 117871 facilitator unit standard or an equivalent QCTO facilitator qualification
Both pieces need to be on file in original or certified copy form. A facilitator who has the technical qualification but no facilitator credential cannot be loaded onto the QCTO Indicium system as a registered facilitator for your SDP, no matter how experienced they are.
Assessor and moderator credentials
Assessment work and facilitation work are governed by separate credentials. A practitioner who facilitates and assesses needs both: the facilitator unit standard and the assessor unit standard (US 115753). Moderators add a third credential (US 115759). It is common to find one person carrying all three sets of credentials, but each must be separately registered.
Industry currency
Occupational currency is a third, often overlooked, requirement. The facilitator should have demonstrable recent industry experience in the subject, not just a piece of paper from a decade ago. The QCTO site team will ask, and the underlying logic is sensible: a fall protection facilitator who has not been on a construction site in fifteen years cannot credibly teach the practical content.
Demonstrating currency:
- Up-to-date CV with verifiable employment in the subject area
- CPD records for the past two years - workshops attended, refresher courses, conference participation
- Letters from clients or employers attesting to recent project work
- Membership of a relevant professional body where one exists (Saiosh, IOSH, SACPCMP, IPSA)
Foreign-qualified facilitators
South Africa hosts many practitioners trained in the UK, Zimbabwe, India, and the broader region. Foreign qualifications are usable, but each requires a SAQA evaluation certificate confirming the NQF equivalence. The evaluation can take two to four months, so apply for it early in the recruitment process.
Common errors
- Using assessors without a facilitator credential, or vice versa
- Appointing a facilitator whose qualification is at the same NQF level as the programme rather than one above
- No proof of CPD or recent industry exposure
- No formal appointment letter on file
- Missing professional indemnity for a contracted facilitator
- Facilitator credentials with foreign-issuing bodies that have never been SAQA-evaluated
Document trail
Every facilitator should have on file:
- Certified copy of South African ID or passport with valid work permit
- Certified copies of qualification certificates and SAQA evaluations where applicable
- Facilitator, assessor and moderator credentials
- Current CV signed and dated within the last twelve months
- Signed appointment letter or contractor agreement
- Proof of professional indemnity cover
- CPD log for the past two to three years
- Two recent reference checks
Contractor versus employee facilitators
Many SDPs run on a mix of permanent and contracted facilitators. Both are acceptable, but documentation differs. Contractor relationships need a clear scope of work, indemnity cover written in the contractor's name, and proof of independence (own VAT registration where applicable, or a confirmed self-employment status). The SDP also needs a process for managing conflicts of interest where a contractor works for multiple competing providers.
Conflict of interest and independence
The QCTO expects clear separation between assessment and moderation roles - the same person cannot moderate work they assessed. For small SDPs this often means contracting an external moderator. Document the appointment, the moderator's credentials, and the sample size protocol they will follow.
Refresher cadence for facilitator credentials
The original facilitator unit standard does not require formal renewal, but professional best practice is a refresher every three to five years. Some industries - first aid, fall protection - have explicit refresher requirements for the underlying technical competency. Build a CPD calendar that captures both the generic and the specific refreshers.
Practical onboarding checklist for a new facilitator
- Verify the technical qualification (NQF level, scope, certified copy on file)
- Verify the generic facilitator credential
- Apply for SAQA evaluation if any qualification is foreign
- Run reference checks against the most recent two employers
- Sign appointment letter and indemnity confirmation
- Load the facilitator on Indicium against the relevant scope
- Brief them on your QMS, marking memo style and POE expectations
- Schedule an observation session within their first three deliveries
